Putin elected Shtyrov
On November 28, the Russian President Vladimir Putin nominated the incumbent Yakutia's President Vyacheslav Shtyrov for another five-year term. The candidacy has been introduced to republic bicameral parliament for approving and empowering.
The candidacy was introduced in accordance with Asset #18 of the Russian Federal Law #184 of Oct. 6, 1999 (about the general principles of structuring legislative and executive powers of the Russian Federation ), said the Kremlin press service.
Note: in 2004 the above-mentioned law was corrected with Putin's proposal that abolished elections of regional governors, and fixed the Russian President's right to nominate candidates.
Back into the history. Having public consultation, Kamil Iskhakov, Presidential Plenipotentiary Envoy to the Far East Federal District, proposed the presidential contenders shortlist to Vladimir Putin on October 26. According to the law, candidacies roll should be presented to the state leader three months prior the end of governor's term. So, who was recommended for the Russian President's consideration?
To say the truth, the list content had been keeping in secret till last Saturday, November 25. That was the reason of various speculations. Vedomsti National Newspaper stated that six persons – all of them are native Yakutians – were included into the nominal roll. However, Mr. Iskhakov declared that the initial list contained two names only. They were Vyacheslav Shtyrov and Sergey Kirillin, the Federal Inspector in the Republic of Sakha (Yakutia).
Shtyrov has great prestige in Yakutia. His candidacy is more likely to be approved without any tension. That was marginally confirmed by republic's parliament vice-speaker Yuri Zabolev on October 29.
“Right after the President of Russia will officially submit Shtyrov's candidacy for approval, the parliament is obliged to consider the presidential contender in two weeks. Nevertheless, for the sake of the republic I and other deputies are ready to approve the submitted nominee as soon as possible,” said Yuri Zabolev.
Republic's parliament received Putin's official statement on November 30.
Nurgun Timofeev, parliament chairman, has already signed the decree on calling of special session on December 7. Deputies and representatives of political parties will participate in the session.
“At present, republic legislation on new principles of empowering president's authority has been brought to conformity with the federal law. For that reason, Il Tumen made corresponding changes into the Constitution of Yakutia,” said parliament spokesman.
