Honoured Builder of the Russian Federation , Honoured Citizen of the Republic of Sakha (Yakutia), Honoured Worker of the National Economy of the Republic of Sakha (Yakutia), Laureate of the M.K.Ammosov State Award in the Sphere of State Building , Honorary Professor of Irkutsk State Technical University . Decorated with the Order of Honour, the “Polar Star” Order of the Republic of Sakha (Yakutia), Gold International Order of Peter I the Great of 1 st degree.
In 1975 he graduated the Far Eastern Polytechnic Institute with a degree in construction engineering. Candidate of economy .
After graduation he was sent to work to “Gokstroy” Construction Department of Vilyuy Hydroelectric Power Plant Construction of the Ministry of Energy of the USSR . Since then the whole working biography of V.A.Shtyrov has been connected with Yakutia.
From 1975 to 1986 he worked as a Master, Foreman, Head of the 3 Construction Area, Deputy Chief Engineer, Deputy Head of Production of “Gokstroy” Construction Department of Vilyuy Hydroelectric Power Plant Construction of the Ministry of Energy of the USSR .
In 1986 he was appointed Deputy Head of “AykhalEnergoPromStroy” Trust of Vilyuy Hydroelectric Power Plant Construction of the Ministry of Energy of the USSR , Acting Deputy Chief Engineer, Head of Production – First Deputy Head of Vilyuy Hydroelectric Power Plant Construction Department of the Ministry of Energy of the USSR .
In 1986-1988 – Deputy Head of the Construction Sector of Yakutsk Regional Committee of the Communist Party of the Soviet Union . In 1988-1991 – post-graduate student of the Academy of Social Sciences of the Central Committee of the Communist Party of the Soviet Union . Successfully presented his candidate's dissertation .
In 1991 appointed Minister of Construction and Investments of Yakutskaya-Sakha Soviet Socialist Republic.
In December 1991 elected Vice-President of the Republic of Sakha (Yakutia).
In 1992-1996 – Vice-President and Chairman of the Government of the Republic of Sakha (Yakutia).
In 1996-2002 – President of ALROSA Joint-Stock Company.
From December, 1997 to January, 2002 – People's Deputy of the State Assembly (Il Tumen) of the Republic of Sakha (Yakutia).
On January 13, 2002 elected President of the Republic of Sakha (Yakutia).
Assumed president's office on January 27, 2002.
Assumed the same office for the second five-year term on January 27, 2007.
