Tumusov's Career:

Started in 1979 in the city of Neryungry , South Yakutia .

1979 – 1984. Aan engineer-economist in third construction administration of Promstoy trust, the senior economist, the deputy chief on economy of sevententh construction administration.
1984 – 1987. The head of mobile mechanical column of YakutAagroPromStroy association.
1987 – 1989. An instructor in Construction Department, Yakutia's Regional CPSU Commitee.
1989 – 1992. A post-graduate student in the Academy of Social Studies under the Central Committee of CPSU (the Russian Academy of civil service under the President of the Russian Federation ).
1991 – 1993. The chairman of the Constant Commitee of the Supreme Council of the Sakha Republic (Yakutia) on introduction of market relations and businesses.
1993 – 2003. The president of SAPI Fund (the financial and industrial group).
2002 – by now - the deputy of the State Assembly (Il Tumen) of the Republic Sakha (Yakutia).

Participated as a contender in the 2001 republic presidential elections.

Tumusov's Stand:

Fedot Tumuosov, known as a gifted scientist, creative production worker, experienced politician, and patriot, is among those who answer the strict requirements of today's life.

Fedot Tumusov is a gifted economist and a skilful industrial organizer. Long before the period of new economic and production relations, while working in Southern Yakutia he introduced new effective construction methods and began to use the system management. He was one of the managers of “working relay race”, the historical intensive building of Nerungry.

Being the chief of YakutskAgroPromStroy Association in Verhnevilyuysk, F.Tumusov continued introducing construction innovations. He was the first to use a collective contract in the republic.

In 1987, F .Tumusov was invited to work in regional committee as he was the agent the best practices, a creative person so that he could introduce his innovations on a higher layer. The situation of that time, however, was too conservative and this was the reason of many obstacles for his projects. Nevertheless, Tumusov did his best to promote his ideas. In 1988, The Socialisticheskaya Yakutia Newspaper publicated his article ‘ Need of Territorial Self-Financing' where he set stresses on major economic problems as well as on necessity to reform the entire system. A one year-discussion followed the article. In 1989, the same newspaper publicated the article written by A.Matveev, the Chairman of the State Plan of the Republic, the member of CPSU regional committee. He denied the opportunity of the republic to be economically independent and claimed that the ideas of Tumusov were utopian. In fact, it was unusual to speak one's mind and express one's attitude to the existing rules at that time. But Tumusov realized that if he gave up, the situation would become even worse. That is why he continued writing his articles proposing specific ways to obtain the independent economy of the republic.

In 1989, F .S.Tumusov entered the postgraduate study of the Academy of Social Studies under the Central Committee of the CPSU and in three years successfully defended the dissertation on competition of Candidate of Economic Sciences Degree.

In 1993, by the Decree of the President of the Sakha Republic , Tumusov was appointed as the president of re-created SAPI Fund. He realized when the country going through dramatic economic changes, the major economic problems needed a complex, cross-sector approach. He proposed the heads of the republic to create a financial corporation, the market body that would focus on real economy.

His idea was approved, and together with the team of his adherents – clever, initiative people and true professionals, he began to implement the proposed project. The first task was to form the financial structure including a bank, insurance, investment and trading companies, diamond facet factories and other industries, the second was to prepare the staff of the new formation, the third was to create and introduce the innovative social-financial mechanism of the region's development.

In a very short term, the mission was completed. The first Yakutia's financial and industrial group SAPI was created and already showed good results. The new staff for republic was effectively trained, thus huge intellectual investments were made. In addition, the innovative mechanism of development of the region, which proved its efficiency, aroused the interest far outside the republic.

Tumusov had plans to develop SAPI, but the authorities decided to change the policy. It was a few years ago when the whole structure stopped working. However, the concepts and the mechanisms developed by F.S.Tumusov, are sure to be needed as only powerful economic structures can help the republic to survive and develop in present conditions.

Fedot Tumusov's ideas which have been approved and supported on the state's level, are far from being utopian. On the contrary, they have a strong scientific basement and are actually feasible.

Tumusov's research activity is based on the problems of financial system, the economic growth of regions, the development of federalism. As a politician, he seeks for improving the living standard of the society, emphasizing the importance of family economy and traditions of the Sakha Republic people.
