During the visit of M.E. Nikolaev, the Yakut SSR Supreme Soviet chairman, as the member of Russia’s Governmental Group, headed by B.N. Yeltsin, the Memorandum on agreement between North–West Canada Governments and the Yakut SSR was signed.

M.E. Nikolaev, the Yakut SSR Supreme Soviet chairman, as the member of Russia’s Governmental Group, took part in the work of the 26th UNESCO General Conference in Paris. V.P. Artamonov, Sakha National Committee co-chairman, was attracted as well. They met with Mr Forni, the French Republic National Assembly deputy chairman, and Mr Goasgen, the deputy mayor of Paris.

January 19
The Republic Ministry of Foreign Relations was established. By the presidential edict, V.P. Artamonov was appointed as the first Sakha Republic Foreign Relations Minister.

Jointly with Paris Town Council Youth and Sports Department the Yakutia: People and Art exhibition was held in the Hotel de Ville (Town Council building), and Yakut drawing exhibition was held in the Miro-hall in the UNESCO headquarters.

The Sakha Republic Governmental Group, headed by the President, visited Paris (France) on account of Platon Oyunsky’s centenary under the aegis of the UNESCO. They met with Mr Shirak, the Mayor of Paris, and Mr Mayor, the UNESCO General Director. The UNESCO headquarters saw the concert of Yakutia’s art specialists.

President M.E.Nikolaev met with Mr Ahtisaari, Finland’s President, Mr Haavisto, the Foreign Relations minister, mr Rahamo, the Mayor of Helsinki, and other officials.

The Sakha Republic delegation, headed by the President, visited Saint- Petersburgh. A Treaty between Saint- Petersburgh and the Sakha Republic on the trade-economic, scientific and technical and sociocultural cooperation was signed. Agreements, making more precise the treaty points, were mentioned as well.
1996
February 5
President M.E.Nikolaev met with E. Primakov, the RF Foreign Relations minister, in Moscow. They discussed the questions of Yakutia’s international and economic relations development and Yakutia’s activity in the North Forum International Organization. The question of Yakutia’s part in the Arctic Council International Organization foundation was touched as well.
March 22
President M.E.Nikolaev took part in the meeting of the RF President Yeltsin and Mr Christopher, the USA Secretary of State, in the Spaso-House in Moscow.
Nikolaev reported:
- the cooperation of Yakutia and the circumpolar regions in the North Forum International Organization;
- the foundation of the Arctic Council International Organization and its part in the development of the relationships between northern countries;
- the USA investments in Russia.
April 17-22
Ottawa (Canada) saw the meeting of 8 countries on the foundation of the Arctic Council International Organization. V.Artamonov, the Foreign Relations minister, determined Yakutia’s proposals:
- about two-level structure of the organization - the national governmental level and the regional level;
- about one more organization from Russia, Canada and the USA additional entering the Arctic Council;
- about the acceptance of the Northern Forum International Organization in the Arctic Council as the observer.

President M.E.Nikolaev visited China and Kazakhstan as the member of Russia’s Governmental Group, headed by the RF President Yeltsin.
May 27-30
The Sakha Republic governmental delegation headed by Yakutia's president M. Nikolaev paid an official visit to the Kirghiz Republic. The delegation met the Kirghiz Republic president A. Akaev, the prime-minister A.Dzhumagulov, Foreign Affairs Minister R. Otunbaeva and the heads of the ministries, departments, and major businesses of the Kirghiz Republic.
The Agreements between the Sakha Republic (Yakutia) Government and the Kirghiz Republic Government on the principles of trade-economic and science-technical cooperation and the Agreement on cooperation in culture, education, and science were signed.
June 5-8 The visit of European Council delegation headed by Mr. Agui, the chairperson of Chamber of Regions of the Congress of Local and Regional Authorities of Europe, and Mr. Mancini, the director of LODE program (Local Democracy). Profitable meetings of the Sakha Republic authorities and European Council representatives joint communiqué was signed.

The USA Ambassador Extraordinary and Plenipotentiary in Russia, Mr. Pickering arrived for a one-day visit on invitation of the SR (Yakutia) president M. Nikolaev. During his visit, Mr. Pickering got to know the republic’s social-economic situation and culture, and discussed the issues of cooperation and potential investments in the republic’s economy.

1st Children of Asia International Children Sports Games took place in Yakutsk. Young sportsmen from the Buryat autonomous region, Khakassia, Buryatia, Bashkortostan, Tyva, the Kyrgyz Republic, Kazakhstan, Thailand, Mongolia, China, and the Republic of Korea, took part in these games.

Governmental delegation headed by the Sakha Republic (Yakutia) President M. Nikolaev visited Dublin (Ireland) to negotiate on mutually beneficial cooperation in mining industry.
September 25-27
The Sakha Republic (Yakutia) President M. Nikolaev visited London (UK) to meet the leaders of De Beers Company and negotiate with the heads of major banks and international financial organizations. As a result, it was arranged that expert delegation would visit the Sakha Republic for the preliminary study of the region’s banks activity.

The Sakha Republic (Yakutia) governmental delegation headed by M. Nikolaev, the president of the republic, visited Geneva (Switzerland) to achieve an agreement with World Wildlife Fund (WWF). During the visit, M. Nikolaev met Mr. Nakadzima, World Health Organization Director General. As a result, it was arranged that WHO Cooperation Center would be opened in Yakutsk.

The Sakha Republic (Yakutia) governmental delegation headed by President M. Nikolaev visited Byelorussia. The delegation met Byelorussia President A.Lukashenko, the prime-minister S.Ling, and the heads of ministries, departments, and major businesses.

III Northern Forum General Assembly took place in Yakutsk. M. Nikolaev was elected as the chairman of the organization.

The Ukraine Foreign Economic Relations Ministry officially registered Trade Delegation of the Sakha Republic (Yakutia) in accordance with Regitration of trade delegations of Russian Federation regions, and federative state decree by the Ukraine President, in Kiev.

Cooperation Development Purposes Agreement between UNESCO and Northern Forum Academy signed by UNESCO Director General F. Mayor and Northern Forum Chairman M. Nikolaev.

M. Nikolaev took part in the Russian Federation UNESCO Commission meeting held in Moscow. Russia-UNESCO cooperation development and Russian delegation’s participation in XXIX UNESCO General Conference were discussed at the meeting.

The Sakha Republic President M. Nikolaev took part in the ceremony devoted to the termination of DeBeers Central Marketing Organization Trade Agreement on Russian Natural Diamonds Export and Sales, earlier signed by ALROSA and DeBeers Centenary companies.

January
The Sakha Republic delegation headed by M. Nikolaev took part in the II Russian-American Investment Forum that took place in Boston (USA). M. Nikolaev came out with his report “The opportunities of foreign investments in Yakutia”.
March
Successful presentation of 1991-1996 Survey of the Sakha Republic (Yakutia) International and Foreign Economic Activity book in the Russian Federation State Duma.
The Sakha Republic delegation headed by the Sakha Republic President and Northern Forum Chairman M. Nikolaev visited Canada. The delegation met Canada Prime-minister Mr. Chrétien, Federal Ministries of Finance, International Trade, Natural Resources and Environment, Alberta, Northwest and Yukon Territories.

A. Yakovlev was appointed the Sakha republic (Yakutia) Foreign Relations Minister.

Japan Government directed its humanitarian assistance to the victims of flood. Further, many other countries, international organizations and foreign partners of the republic came to the aid in response to the appeal from the Sakha Republic president and Foreign Relations Ministry.
August – The president of France, J. Chirac, addressed a letter to the president of the Sakha Republic, M. Nikolaev concerning the decision to render the country’s assistance, i.e. 150,000 francs. Red Cross and Red Crescent organizations directed its humanitarian cargo for flood-challenged regions through Osetrovo port.
Charter air trip delivered humanitarian cargo prepared by institutions, organizations, companies, and people of Alaska (USA).
September
UNESCO Director General decided on sending 50,000 USD to Yakutia. The republic applied this money for schools reconstruction and new equipment for these schools.
November
President M. Nikolaev met Russia Foreign Affairs Minister I. Ivanov. Foreign Affairs Ministry was grated for the assistance in receiving humanitarian assistance from global community. The problems of Northern and Arctic regions of Russia were discussed, as well as the opportunities to solve them by the means of Northern Forum and Arctic Council International Organizations. In addition, the results of working meetings in Japan were covered.
President M. Nikolaev took part in the meeting of Foreign Affairs Ministers I.Ivanov (Russia) and L. Axworthy (Canada). Both ministers gave a high appraisal to the republic’s cooperation with Canadian provinces, approved the republic’s initiatives. Canadian Minister said additional humanitarian assistance from Canada were to be directed to Yakutia. 1999

Young sportsmen came from all over the world to take part in the event: Russia (19 regions), Bangladesh, Vietnam, India, Kazakhstan, the Kyrgyz Republic, Democratic People’s Republic of Korea, the Republic of Korea, Malaysia, Mongolia, Singapore, Taiwan, the Philippines, Japan. Malaysia Ambassador Mr. Yakhya Bin Baba, the Philippines Ambassador Mr. Bautista, and diplomats from India, Malaysia, Singapore, the USA visited Yakutsk during the games. By the invitation of JSC "ALROSA " the republic was visited by the delegation of a diplomatic coprs of 10 countries - manufacturers of diamonds and brilliants. Delegation of the republic led by the vice-president of the Government of the Sakha republic (Yakutia) I.Kozlov took part in work of the V World fair " Wood industry and adjacent technologies " and the XXI Congress on wood in Kuala Lumpur (Malaysia).

In Poland passed the Days of science and culture of Yakutia. The Ministry of culture and national heritage, the Fund of help to Poles in the East acted as organizers from the Polish side.

October, 30 The presentation of special november release of a magazine "International life " devoted to the 370th anniversary of Russia’s ocurrence to the structure of the Russian state passed in the Ministry of Foreign Affairs of the Russian Federation. The President of the SR (Y) V.A.Shtyrov, the Minister of Foreign Affairs of the Russian Federation I.S.Ivanov, his assistants and heads of the Ministry of Foreign Affairs’ Departments took part in the presentation. December, 21 - a protocol between the Ministry of Foreign Affairs of Russia and the Government of the SR (Y) about interaction in the field of realization of international and foreign economic relations in 2003 was signed.

January, 20 The delegation from the city of Changvon of the Korean Republic arrived by the invitation of Yakutsk Administration. The question of the establishment of close connections between Changvon and Yakutsk was discussed.

The Minister of Foreign Affairs of the Russian Federation Igor Ivanov gave an interview for the newspaper "Yakutia" about interaction between the Ministry of Foreign Affairs of Russia and the Government of the SR (Y) in the field of international cooperation.

The Days of the Ministry of Foreign Affairs of the Russian Federation in the Sakha Republic (Yakutia) were solemnly opened in Yakutsk, in which the delegation of the Ministry of Foreign Affairs of the Russian Federation led by the deputy Minister Fedotov A.L took part. Such event in the region of the Federation passed for the first time for all 200-years history of Russia’s Ministry of Foreign Affairs. The protocol about interaction in the field of realization of international and foreign economic relations for 2004-2007 was signed between the Ministry of Foreign Affairs of the Russian Federation and the Government of the Sakha Republic (Yakutia). The President of the Sakha Republic (Yakutia) Vyacheslav Shtyrov visited Japan with a view of realization of the joint Russian - Japanese plan of action and the further development of trade and economic, scientific and technical and cultural cooperation with Japan. A number of agreements with the largest companies of Japan and the Contract with Japanese Association " EXPO - 2005 " about exhibiting of yukagir mammoth as the main exhibit of the World fair in Nagoya (Japan) were signed. The teams of Armenia, Indonesia, Laos, Tadjikistan and Turkey took part in the Games for the first time. The Vice-president of the IOC Vitaly Smirnov, the executive director of Northern Forum Priscilla Wall, the governor of Lapland (Finland) Khannele Pocca, the vice-president of the National government of province Heilongjiang Van Limin, the heads of departments of the Ministry of Foreign Affairs and ambassadors of Russia, the ambassador of Russia in China Igor Rogatchyov, the ambassador of Japan Issei Nomura, the ambassador of China Lyu Gouchan, the ambassador of the Great Princedom Luxembourg Karlo Kriger, the ambassador of Thailand Sorayut Prompot, the ambassador of Turkey Kurtulush Tashkent, the representatives of the embassies of India, Indonesia, Republic of Korea, Democratic People’s Republic of Korea, the delegations of TNC " De Beers" and many others visited our republic as the guests of honour of the Games.

Vyacheslav Shtyrov was elected as the chairman of this international organization. The president of the republic Vyacheslav Shtyrov met the Ambassadors of eight Arctic states. The problems of human’s ability to live in the Arctic regions, economic development of subpolar territories were discussed. Within the framework of the given event such exhibitions were organized: " Artificial inhabitancy in Far North and in Arctic regions ", " New technologies in the North ". Also several discussions took place: " Steady development of Arctic regions ", " Protection of the environment in Arctic regions”, " Development of medicine in Arctic regions ", " Extreme situations in Arctic regions ", " Artificial inhabitancy in Arctic regions ". The prospects of cooperation with the Arctic Council were discussed there. Recommendations for activization of the further cooperation were produced. " Cultural and biological variety - a basis of steady development of the Arctic regions of the Russian Federation ( in terms of the Sakha Republic (Yakutia)" was carried out. Following its results the recommendations on directions of teamwork were accepted within the framework of long-term programs and projects of UNESCO, designed for the nearest 10 years. The president of the republic Vyacheslav Shtyrov took part in 12th plenary session of the Congress of local and regional authorities of Europe, appeared at the session of the Chamber of CLRAE regions on question of steady development of the remote regions of Europe. Taking into account geographical remoteness and difficult climatic conditions of Yakutia, an offer to give the republic the status of "Extremely removed region " was included in the project of the session recommendation.
